Originally built with a sense of grandeur, this historic structure served as the official residence and workplace for local governors. Designed to reflect authority and prestige, the building showcases a blend of Russian and Ottoman architectural influences, making it one of Kars’ most significant government buildings.
Historical Role – During the Russian occupation of Kars (1878–1918), the building was constructed as part of a series of government and administrative structures, reflecting the imperial Russian style seen throughout the city.
Modern-Day Use – Today, the Governor’s Office continues to function as the seat of local government, with the governor appointed by the Turkish government to oversee regional administration and local affairs.
As one of the most prominent administrative buildings in Kars, it remains a key site for both governance and historical interest.
